Dear Anon,
So long as underground water is still there i.e. running underground, it would most likely fulfill the condition under the articel of the underground water as you had mentioned that the area is still damp.
Most likely the underground water would follow the flow of the tide.
The condition would not exist if the ground does not have underground water or further inland, especially the bedroom is specific above an underground stream.
If there are any specific water course and not entire land, it best to stay away (if it can be avoided).
