You state that "if the floor area of the site is 5000 metres, the area occupied by water e.g. pool or pond must not exceed 50% of the floor area of the site"
Is this less than 50% after the house is built on the site ? Most houses here take up over 50% of the block, the balance going to garden, or garden and pool.
