Dear Wendy,
It can be easily found in most neighbourhood `incense' shops i.e. shops that sell Chinese joss sticks, oils and religious items.
Usually, the Tong Su for this case (year 2003) should easily be found after August 2002 in these shops as they are imported from Hong Kong in bulk.
